SB7 Violates the Missouri Constitution

SB7 blatantly violates the Missouri Constitution’s single-subject rule (Article III, Sections 21 and 23), which requires bills to address one subject clearly stated in their title. Starting as a health-focused bill, SB7 now encompasses unrelated provisions, from ambulance services (Sections 190.053-190.166) to dental licensure compacts (Sections 332.700-332.760). The Missouri Supreme Court has already ruled against such omnibus bills: in Byrd v. State of Missouri (2022), HB1606 was struck down in its entirety for adding homelessness provisions to a bill about county finances. With cases like Four Seasons Lakesites Property v. State of MO (2024) and Sean Soendker Nicholson v. State of Missouri (2025) pending, SB7 is on a collision course with the same fate. We cannot allow this unconstitutional bill to become law!
