On September 4th, Ron Calzone issued a press release announcing the formation of the Article 3 Institute. This Missouri non-profit public interest corporation’s purpose is to “educate the public and public officials about the Constitutional limits on the power of the Missouri General Assembly and enforcing those limits through strategic litigation.”
Article 3 refers to our Missouri Constitution, which requires that a legislative bill have only one subject, that a bill’s original purpose cannot be changed during the legislative process, and that it cannot confer favor to individuals or organizations such as those represented by the lobbyists who fill the halls of our capitol building. All of which are widely ignored in the General Assembly today.
